Subject: An idea for the Department of the Interior by Roni Bell Sylvester

Recently I learned aproximately $2 billion dollars have been identified as monies private investors want to pump into purchase of "Agricultural Production Acreage."

With this as a given, it makes the Zero Net Loss Production Acre concept exciting and doable.

Using Colorado as one example, you could pare off 15% of the 25,000,000 acres owned by the federal government, and sell the 3.75 million acres at a price reflective of each particular areas Baseline Acre Production.

The Colorado sale would generate reasonable dollars that could go back into the DOI budget.

Just think; 3.75 million acres either reinvigorated or kept in active resource production.

Not only would food, fuel and lumber consumers win, park users would enjoy improved facilities on the near 21 million acres remaining.

Just think the positive impact this would have if activated in each of the 50 states?

WHAT "Zero Net Loss Production Acre"

WHY To revitalize, increase and maintain a Zero Net Loss Production Acre as pertains to Resource Production acres.

BENEFITS To insure safe supplies of US Produced Food, Fuel and Shelter for American Consumers. Because a part of our National Security is tied to American Resource Production, this is of utmost importance.

HOW By using Baseline Acre Production (BAP) as a guideline. BAP: Add Total Acres of: * Raw off the land production for the years 2000 backwards to 1986- divide by 15. That number is your acres average resource production ability.

GOALS
1) Identify the natural active ingredients (water and land) needed to maintain that baseline.

2) A basis City, County and State "Water/Land" use Authorities can use to regulate and determine the amounts of land or water that may or may not be taken out of resource production.

3) To identify measures needed to insure baselines.

4) Included on insurance policy, will add to the pre-existing information that helps determine payment in respect to catastrophic loss due to acts of nature.

5) Producers registering their BAP with federal/state/county/municipal agencies would qualify them for individualized reimbursement of losses not generated by the producer, such as acts of nature, un-solicited litigation or any action by entity outside of producer that brings an un-invited and un-acceptable drop in producers BAP.

WHO
a) Federal Government identifies federally (public) owned acreage that can be sold.
b) Federal Government identifies those having pre-existing land/water usage agreements with Federal Government, and offers them a "first purchase option," with containments buyer promises to stay said land in resource production for a period of time no less than *30 years.
c) Federal Government identifies resource producers whose production land touches Federal land, and offers them a "first purchase option," with containments buyer promises revitalization and maintaining said acreage in Resource Production.
d) Land should be sold at a price adjusted reasonably to buyers commitment to keep land and water in resource production for no less than *30 years.

ADDITIONAL BENEFITS Federal Government would free itself from the fiduciary burdens of maintaining such lands. Monies from sales could be used to educate, protect antiquities, maintain wildlife habitats, roads and visitor centers on remaining lands owned by Federal Government.

With National Security at the forefront, we thank you, Senator Coburn, for having interest in installing Zero Net Loss Acre Production in the Farm Bill. As you have clearly read, the benefits far out weigh any negatives.which frankly, we see none of.

* 30 years: A long term commitment must be structured to protect Zero Net Loss Production Acre, and keep opportunists from abusing the privilege of purchasing land reasonably, doing a "set aside," then reselling at a premium.
