I pray someone will rise apart from the water corruption, and do what's essential for the well-being of Agriculture, Colorado's most stable economic base.

Regarding: Platte River Recovery Implementation Program (PRRIP)

Please accept my apologies for not presenting my outline as promised for Monday, April 8th. My intentions, to articulately outline clear reasons that would justify your withdrawing from the Platte River Recovery Implementation Program, were stopped.

How’s that?

The corruption findings were burying my Constitutional/Statute research.

As I mentioned in our April 3, 2013 meeting, yes, I was aware of threats, brides and general corruption swirling round it, but naïve as to its depth and endless far-reaching.

After multiple people lectured, “Give it up Roni! This will never get resolved! The opposition has the bucks and they’ll bury you! You’re treading into danger! You’re being royally gamed” and so on, admittedly I had to stop and ponder, “Hummm…do I want to keep dropping anvils on my toes, or do I want to go ride my horse?”

I decided to go ride my horse. Yes. That’s a wimp out on my part, but neither Chuck nor I are getting any younger, and it’s been a long damn time since we’ve played!

Out of courtesy to you (and Governor’s Heineman and Hickenlooper cc’d), I decided to-at the least- leave you with some of our honest findings and earnest suggestions.

Though multiple sub-layer violations have been noted, I’ve chosen PRRIP’s top failings.

Platte River Recovery Implementation Program failed to:

a) Comply with ESA's original intent to protect wildlife and their habitats from extinction due to human reliance on them from which economic and cultural activity is derived.


b) Provide a complete NEPA report; and in particular the required Human Dimension Custom and Culture analysis.
c) Honor the Commerce Clause: In Colorado the South Platte River is an "un-natural” or gaining "instra-state" stream. Historical documentation show South Platte's early flows didn't reach much past Kersey, CO (certainly never across the border into Nebraska), and it has never carried a 13 ton ship.

d) Honor preexisting laws created by Congress.

Within its own agreement, PRRIP has violated I. Authorities and Responsibilities under D. Nothing in this Program Agreement shall be construed as creating federal water rights or requiring the granting of water rights to federal entities. II. Other Provisions. L. Sovereign Immunity.

These violations of PRRIP most cursedly violate State’s sovereignty and water rights!

Additional violations of State's Constitutions could be considered through Governor's committing of state assets (water) and indebting state (financial commitment) without a vote of state's citizenry, and by-passing General Assembly.

Managing agencies, quasi-government "districts," governance committees and various levels of government have gone rogue, fail to be transparent, comply with public notification and honor private property rights.

Any one of these actions give you, Governor Mead, full justification to exercise the "Withdrawal of a Signatory and Termination," clause within said agreement.

Should you choose not to withdraw from this damnable agreement, I beg upon you to please consider launching a full audit of the PRRIP, or at least its “Governance Committee.”
