My name is Kayla Klassen. I am the Park County Queen and I am here to represent the Park County 4H Program, and the Park County Fair.

I would like you to seriously consider the damage your ruling would create by making the National Animal Identification System and the Premises ID MANDATORY for State Fair competition.

The vision for Park County 4H Members is to be able to compete at the State Fair Level.   I have been involved with the Park County Program for 10 years and each year we are encouraged to raise the quality of animal that it would take to compete at a state level.   We also have been encouraged by our horse leaders to improve our skills and develop our abilities to look past county competition and have high goals for State.  

If you as the State Fair Board require 4H members to register their land, I believe you would see only 10% of our members ever qualifying to compete under your rules.   Most of our members and their families would not register their land or animals in order to have the privilege to compete among the highest level of competition organized for 4H members.  

My family and I do not own the property we live on, so we would be forced to keep our animals at a different location or register the property we rent and we cannot do that.

My sister and I have competed at the State Fair for the past 6 years.    If you decide to make this ruling mandatory, my state fair competition days are over.

  Please consider what you are requiring of the average, everyday 4H member.
