There are Private Property Owners on Federal Lands. Example: Allotment Owners "OWN" the beneficial use of the water, the forage, improvements (fences etc.) and easements (livestock trailway...s) on Federal land. Federal government has no authority to "manage" allotment owners businesses. What federal does to Allotment Owners is no different than if they towed your car from a federal facility parking space...because they want the space. New Mexico is dead on with their potential criminal charges against the Feds for stealing its land! An example of Federal theft in Wyoming: BLM runs excess feral horses. This is two-fold theft in that excess feral horses steal Allotment Owners forage, and BLM cuts back Allotment Owners AUM's (Animal Unit Month). Two years ago, one Allotment Owner billed BLM in the amount of $543,204. To date, BLM has not responded. Imagine the economic hit Wyoming's taking due to Feds theft if you did the cumulative accounting of losses to all Allotment Owners.
