Travels and Symposiums with Lawrence Kogan, Esq.

Lawrence Kogan has been engaged in international law and business for nearly two decades. During the past five years, he has focused on international trade and regulatory law and policy issues in Washington, and advised the executive and legislative branches on evolving international law and its potential impact on US international economic interests; with additional focus on regulatory trade barriers and food and environmental/energy safety issues, and foreign and international IP law and policy issues concerning the emerging BRIC economies.

In this regard, Lawrence has conducted extensive research and prepared detailed articles concerning Brazil's treatment of foreign pharmaceutical/biomedical patents and its impact of US companies operating in these life science sectors. This research has also delved deeply into how Brazil is pursuing agendas in multiple intergovernmental fora to reform the international IP paradigm and replace the private property rights-based model with one based on public interest concerns and universal access to knowledge (A2K). If successful, Brazil's efforts would adversely impact both the life sciences and information technology sectors within the US.

The event will take place on the University of Miami campus in Coral Gables, FL on Saturday Feb. 9, 2008.

The symposium was inspired by a letter of rebuke received by the law review staff about his article from Brazilian Ambassador Patriota, who recently spoke at last Friday's (Feb 1) Brazil event at the Wilson Center in Washington, DC. Actually, representatives from the Embassy of Brazil in Washington, the National Foreign Trade Council in Washington, and the Technology Transfer Office of Florida International University will also be serving as panelists at this weekend's event. In addition, Ms. Carolina A.A. Rossini will be a panelist. She is a graduate of the University of Sao Paulo-USP, Brazil (Law), Instituto de Empresa -IE, Madrid, Spain (MBA), and Sao Paulo State University-UNESP, Brazil(Master in International Negotiations).

Mr. Kogan has been fortunate insofar as this is the second time a law review article he's authored resulted in a symposium. The Beasley School of Law at Temple University previously convened a symposium around my forthcoming law review article that will appear this spring '08 in the Temple Political & Civil Rights Law Review, entitled, "The Extra-WTO Precautionary Principle: One European Fashion Export That Americans Can Do Without". Furthermore, he has looked at the trade risk regulation issues surrounding biotechnology and how Europe has employed disguised regulatory protectionism to block US agbiotech and other innovative exports around the world. These issues have so concerned leading members of the US biotech community that BIO President, former congressman Jim Greenwood wrote a foreword to his 2005 book. Kogan's work and that of the Institute for Trade, Standards and Sustainable Development (ITSSD) which he operates, has not only entailed research and writing projects such as these - which are intended to inform government, congressional and industry policymakers around the world about the indispensability of free markets, private property rights and the rule of law to invention, innovation and economic growth, but also includes participation in numerous public speaking engagements.

Two of his more recent international speaking engagements included an April 2007 trip to Porto Alegre, Brazil - and a June 2007 trip to Kirov, Russia. He also traveled to Alegre, Brazil (April `07) and participated in the XXth Annual Forum da Liberdade, convened by the Instituto de Estudos Empresariais (IEE). Kogan traveled to Kirov Russia (June `07) as part of a US State Department funded delegation, and participated in an international conference convened at Vyatka State University by the Yu.A. Ovchinnikov Russian Society of Biotechnologists.

Considering the response that his law review and other articles have provoked, and the indispensable but often overlooked important relationship between international IP law & policy and domestic US patent reform (law & policy), he believes this coming weekend's symposium in Miami will be very informative and helpful to better understanding the issues surrounding this debate.
