USCA Comments on EPA's Plan to Regulate
Green House Gas Emissions

USCA (November 28, 2008) - Today is the final day livestock producers are able to make comments on the Environmental Protection Agency's (EPA) Advanced Notice of Proposed Rulemaking (ANPR) for Regulating Greenhouse Gas Emissions Under the Clean Air Act.

USCA President Jon Wooster stated, "USCA urges all livestock producers to provide comments to EPA that address the countless problems that would be created if the EPA implemented a proposal that creates a new and excessive emission tax for farmers and ranchers. "

USCA is encouraged by the fact that the majority of Bush Administration's federal agencies including EPA are opposed to using the Clean Air Act as a vehicle to regulate green house gases. EPA Administrator Stephen Johnson stated, "I believe the ANPR demonstrates the Clean Air Act, an outdated law originally enacted to control regional pollutants that cause direct health effects, is ill-suited for the task of regulating global greenhouse gases."

"This statement echoes the sentiment of cattle producers across the country," noted Wooster. "At a time when the United States economy is in dire need of industries that produce revenue and create jobs, our elected or appointed decision-makers should be nurturing the agriculture industry - not taxing it out of production. This issue highlights the need for agriculture producers to be at the table during climate change policy discussions, putting the industry in a proactive, and not reactive, position."

"Debates over green house gases and emissions regulations will remain a hot topic in the upcoming 111th Session of Congress," continued Wooster. "The EPA's ANPR combined with Congressional legislation that caps carbon emissions spotlight the importance that all of agriculture needs to unite and working together to ensure that agriculture is viewed as the solution and not the problem. USCA looks forward to working with all key stakeholders and agriculture groups to create workable solutions regarding climate change legislation and regulation."
