Chuck Sylvester sent a "Demand Notice to Remove Property" letter to Department of Interior Secretary Ken Salazar demanding DOI remove the excess feral horses from his private property on the Granite Mountain Open Allotment in Wyoming.

"Boarding the government's excess feral horses has cost me nearly two hundred thousand over the past 18 years. They've run these feral horses on my private property without my permission. I'm not the only private property owner who's been un-fairly burdened with these excess horses. I know many allotment owners who are being forced off their grazing permits...just to make room for more feral horses. I see no difference between this, and if the government un-loaded these horses on my farm in Colorado, or in someone's yard in downtown Denver. They need to remove them now!" said Sylvester.

I the undersigned am a landowner with properties located in the Townships (R 90W & 91 W) T 29N, 30N, 31 near Jeffrey City, Wyoming, in the County of Fremont in the state of Wyoming (Hereafter known as Said Area.).

It has been brought to my attention Western Watersheds Project, its non-profit and for profit affiliate organizations and or representatives thereof, has allegedly included Granite Mountain Open Allotment - through voiced intentions, public media, prospectus and other certain papers - a rendering of a proposed use for Granite Mountain Open Allotment.

For the record, please note you and or any of your affiliates did not receive Private Property Owner’s permission to include Said Area in your rendering. In doing so, you placed a mark (cloud) on, and clearly violated Owner’s Private Property Rights in your plans for Said Area.

As a Private Property Owner whose property is now negatively impact by your plan, byvirtue of your plans near and or on Said Area, please let this serve as a formal demand that you remove (erase, delete) any and all reference of Said Area from any and all materials generated by Western Watersheds Project, within 5 days of receipt of this letter.

Furthermore, let it be known that the undersigned is not associated in any manner what-so-ever with a company known as Western Watersheds Project, nor associated in any manner what-so-ever with representatives, associates or family members of said company, and that the undersigned did not give any permission what-so-ever to any party, to include Western Watersheds Project near and or on the Said Area properties of the undersigned.

Dear Mr. Ratner,
Thank you for your quick response. I appreciate that.
I'm knowledgeable that there are no "public lands" as you allege, as they were all extinguished in 1974 by Congress.
What I would like to know is just when were the existing water and property rights, granted by Congress in the 1800's, extinguished on the Granite Mountain Open Allotment?
